Timothy Oswald

Tim Oswald joined the Piper Sandler public finance department in 1989. Since 1999, Oswald has been managing director and principal in charge of the Des Moines office.

Oswald regularly assists, as advisor or underwriter, on general obligation, sales tax revenue and essential utility revenue bonds. Oswald regularly assists on many simple and complicated financings, for example, ranging from simple GO bonds to the construction financing (and permanent when construction is complete) for a new non-profit corporation that will own the convention center hotel at the Iowa Events Center (to be purchased pursuant to a turn-key lease purchase agreement). Oswald has experience with unique structured bonds, such as (1) tax credit bonds: {assisted on the issuance of qualified school construction (tax credit) bonds and (school) qualified zone academy (tax credit) bonds for issuers including Dallas Center Grimes, Cedar Rapids, Council Bluffs, Sioux City, and Waterloo }; (2) urban renewal tax increment revenue bonds {Altoona, Bass Pro; Coralville, multiple series for a hotel, convention center, brewery/restaurant, blight remediation, site acquisition and redevelopment, flood land acquisition and flood mitigation}; (3) annual appropriation general obligation and tax increment revenue bonds {Altoona, Coralville, Spirit Lake, Storm Lake, DeWitt}; and (4) lease or turn-key lease facilities (Iowa Events Center hotel, Marion police station, Oelwein police station, Williamsburg fire station, Coralville Plaza on 5th, Coralville Marriott Hotel & Conference Center, Kirkwood College Center at the University of Iowa project). Oswald has guest lectured at the University of Iowa – Pappajohn School of Business and annually teaches a class (on debt management and debt policies) at Iowa State University as part of the School Business Managers Academy.

Oswald has a bachelor’s degree in economics from the College of St. Thomas, St. Paul, Minnesota.

Oswald regularly (annually) assists the following Iowa governmental bodies: {Schools} Cedar Rapids, Dubuque, Sioux City, Waterloo, Council Bluffs, Clear Creek Amana, College Community (Cedar Rapids Prairie), and Ames; {Cities} Arnolds Park, Coralville, Keokuk, DeWitt, Mt. Pleasant, Okoboji, Spirit Lake, Sioux City, Storm Lake, and Ottumwa (sewer capital planning); {Counties, less frequent than annually}: Polk, Dallas, Boone, Dickinson, Hardin, O’Brien and Wapello; {Others} Kirkwood Community College, Iowa Western Community College, Northeast Iowa Community College and the Iowa Great Lakes Sanitary District.
